2.2. Dimensions. Dimensions of the sacks shall be outside measurements, exclusive of the flap, expressed as width by length. Dimensions shall be as specified in Table I below with a tolerance of + 6.4mm (+ l/4), unless otherwise specified.

2.3. Workmanship. Sacks shall be uniformly constructed and free from holes, tears, cuts, splits, or other defects which might impair their usefulness.
3. REGULATORY REQUIREMENTS.
3.1. Certification. The contractor shall certify that the kraft paper used in the manufacture of this item contains a minimum of 5% Post Consumer Material (PCM), in accordance with Title 40 of the Code of Federal Regulations Part 247, Comprehensive Guideline for Procurement of Products Containing Recovered Materials; Final Rule. The Government reserves the right to require proof of such conformance prior to first delivery, and thereafter as may be otherwise provided for under the provisions of the contract.
4. QUALITY ASSURANCE.
4.1. Product conformance. The product provided shall meet the salient characteristics of this commercial item description, conform to producers own drawings, specifications, standards, and quality assurance practices and be the same product offered for sale in the commercial market. The Government reserves the right to require proof of such conformance.
4.2. Impact resistance test. Impact resistance shall be verified using the test load for each size specified in from Table I. The test load for Sizes 000, 0, 1, 2 & 3 shall consist of dry, unpopped popcorn. The test load for Sizes 4, 5, 6 & 7 shall consist of bond paper, writing paper, or
