COMMERCIAL ITEM DESCRIPTION
SACKS, SHPPING, PAPER (PLASTIC FOAM-CUSHIONED)
The General Services Administration has authorized the use of this commercial item description in lieu of Federal Specification PPP-S-30, Type IV.
This description covers sacks for packaging items weighing not more than 10 pounds.
Salient characteristics:
Sacks shall be fabricated with a bleached or unbleached kraft paper outer liner, and a plastic foam inner liner. The cushioning media shall have a 1/8
inch minimum thickness. Paper shall conform to the requirements below:

The issue of the TAPPI test methods in effect on the date of the solicitation shall be used to determine compliance with these requirements. Seam strength test. The sacks shall be filled to 3/4 of the total length above the bottom of the sack, with dry sand or any other free-flowing material with a density greater than l-gram per cubic centimeter. The weight of sand, or free flowing material added, shall not exceed ten pounds. The sacks shall then be subjected to five drops from a height of 36 inches or until failure occurs. The drops shall consist of two drops on the flat sides, one drop on the long edge, one drop on the short edge, and one drop on the corner of the sack. In all cases, the strength of the side seam, and bottom seam or fold, shall exceed the burst strength of the bag.
Workmanship. Sacks shall be uniformly constructed; free from holes, tears, and other defects which might impair their usefulness.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description, and that the product conforms to the producer’s own drawings, specifications, standards and-quality assurance practices, and is the same product sold in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Regulatory requirements. The manufacturer shall utilize recovered materials to the maximum extent practicable.
