3. QUALITY ASSURANCE:
A. Responsibility for Inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements specified herein. Except as otherwise specified in the contract or or purchase order, the contractor may use his own or other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the government. The government reserves the right to perform inspections set forth in the commercial item description where such inspections are dresses necessary to assure supplies and services conform to prescribed requirements.
B. Sampling. Samples shall be selected for inspection in accordance with MIL-STD-105, using the plans described in Table I. for water vapor transmission rate, (WVTR), samples shall be selected from lots of plastic film, not to exceed 5,000,000 square feet per lot, which are traceable directly to specific lots of bags.

C. Strength Test. Freshly formed seams shall be permitted to cool at normal room temperature not less than 1 hour before cutting the test strip. From each bag selected for the test, cut a 1 + 1/16 inch wide strip perpendicular to the seams. A seam shall be with the seams in the middle of the loop. Support one end of the loop in such a manner that the rest of the loop hangs free. Carefully and without impact loading, clamp a weight of not less than 1.5 pounds to the bottom of the loop. Allow the weight to hang, supported only by the strip, for not less than 5 minutes. If the strip breaks or the seams separate, the bag fails the test.
