B) Dimensions. Dimensions shall be inside dimensions, stated as width X length. Sizes shall be as specified with a tolerance of + 7 mm (+ 1/4 inch).
C) Workmanship. Envelopes shall be uniformly constructed, free from holes, tears cuts, splits, or any defect that adversely affects serviceability or appearance. All seams shall adhere firmly throughout their entire length.
2. QUALITY ASSURANCE
A) Responsibility for Inspection. Unless otherwise specified in the contract, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in the Commercial Item Description where such inspection are deemed necessary to assure that supplies and services conform to prescribed requirements.
B) Physical properties. The physical properties of the material from which the envelopes are made shall be tested in accordance with the method below. Sampling for this test shall be in accordance with TAPPI T 400, Sampling and Accepting a Single Lot of Paper, Paperboard, Fiberboard, or Related Product.

C) Sampling. Envelopes and shipping containers shall be sampled in accordance with MIL-STD-105, as indicated below, for the cited examinations.
1) Examination of the envelopes for Construction, Dimensions, and Workmanship. The lot size shall be expressed in envelopes. The sample unit shall be 1 envelope. The inspection Level shall be S-2, the AQL shall be 2.5 percent defective.
