2.5 Special Markings. Bags shall have the following legends printed on item in an easily legible color and size in accordance with normal commercial practice. On the back face, below each tab, an arrow pointing up and the legend: “PULL TAB UPWARD” shall be printed. The front face, for Type I bags, shall have the legends: “MOISTURE RESISTANT”. The front face, for Type II bags, shall have the legend: “MOISTURE AND FLAME RESISTANT” printed on it.
2.6 Workmanship. Bags shall be uniformly constructed, free from holes, tears, cuts, splits or defects that might impair their usefulness or appearance. Bags shall not adhere together. All seams shall adhere firmly throughout their area.
3. QUALITY ASSURANCE.
3.1 Product conformance. The product provided shall meet the salient characteristics of this commercial item description, conform to producer’s own drawings, specifications, standards, and quality assurance practices and be the same product offered for sale in the commercial market. The Government reserves the right to require proof of such conformance.
3.2 Testing.
Holding Strength and Leakage Test. Attach the bag firmly to the edge of a smooth horizontal surface so that the bag hangs freely from the edge supported only by the pressure sensitive adhesive tabs. Place 225 + 5 grams millimeters of water over the tissues. Let the bag hang undisturbed for not less than 16 hours, then examine the bag. If the attachment tabs no longer support the bag, or if water has leaked through the bag, the bag is defective.
4. REGULATORY REQUIREMENTS. The contractor shall certify that the paper used in the manufacture of this item contains a minimum of 5% Post Consumer Material (PCM) in accordance with the Title 40 of the Code of Federal Regulations Part 247, Comprehensive Guideline for Procurement of Products Containing Recovered Materials; Final Rule. The Government reserves the right to require proof of such conformance prior to first delivery, and thereafter as may be otherwise provided for under the provisions of the contract.
5. PACKAGING, PACKING, MARKING, AND PALLETIZATION. Packaging, packing, marking and palletization shall be as specified in the contract or purchase order.
6. REFERENCED DOCUMENTS. The issues of the referenced documents in effect on the date of the solicitation for offers or request for proposals shall be used to determine conformance with the requirements of this commercial item description.
