2.2 Physical requirements. The bags shall conform to the physical requirements listed in Table I below, and in paragraph (5.3) herein:

2.3 Dimensions. Unless otherwise specified, the bag dimensions shall be inside measurements (Length x Width x Gusset), + 6.4 mm (+1/4”), exclusive of lip. (See Fig.1 for method of measuring).
3. Workmanship. The bags shall be clean, well made, neatly formed in such manner as to lend themselves to easy handling and free from defects that may render them unserviceable, or which may result in damage to the contents.
4. Regulatory requirements. The contractor shall certify that the product offered shall include a minimum of 5% post-consumer recovered material, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
5. Quality assurance:
5.1 Certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this Commercial Item Description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices, and is the same product offered in the commercial market place.
