3.7 Workmanship. The bags shall be uniformly made, free from holes, tears, extraneous matter, or other defects which may impair their serviceability or appearance.
4. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR)
5. QUALITY ASSURANCE.
5.1 Contractor Certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this commercial item description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to require proof of such conformance prior to the first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
5.2 Sampling. Bags shall be selected from each lot for verification of the salient characteristics specified in Section 3. The sample shall consist of 4 bags taken from each of 5 randomly selected units of issue, giving a total sample of 20 bags.
5.2.1 Sampling for Dimensions, Style, and Workmanship. Thirteen of the bags sampled in paragraph 5.2 shall be examined for Dimensions, Style, and Workmanship. No more than 1 bag shall fail to meet the requirements of paragraph 3.2, 3.4, or 3.7.
5.2.2 Sampling for Impact Resistance. From the bags sampled in paragraph 5.2, select and test a sample for Impact Resistance in accordance with ASTM D 1709, Method A, to determine compliance with Table I. Unless otherwise specified, the procedure for Routine Inspection and Acceptance shall be used and 1 specimen shall be tested from each of 10 bags.
5.2.3. Sample for Tear Resistance. Determine Tear Resistance on the undamaged portion of each bag that was tested for Impact Resistance. One specimen parallel to the height of the bag and 1 specimen perpendicular to the height of the bag shall be taken from each bag. Specimens shall be cut and tested in accordance with ASTM D 1922 to determine compliance with Table I.
5.2.4 Sampling for Load Capacity. Take 5 intact bags from the sample selected in paragraph 5.2 and test them for Load Capacity as specified in Section 5.3.1.
