The bag shall be constructed so that the face with lip, bottom and center seams or overlaps shall be to the rear. Seams and overlaps shall be sealed securely throughout their area and shall be glued with a strong-moisture-proof adhesive.
The adhesive use in the construction of the bags shall be moisture-proof. The adhesive shall be tested, as follows: Two sections of the glued seam of the bag, at least 3-inches long and of such width that there shall be at least 1-inch of material on each side of the finished seam, shall be taken from each bag. Each section shall be completely immersed in water at room temperature for a period of not less than 6 hours. At the end of that time, the bag shall be peeled without fiber separation of the paper.
Dimensions. The bag dimensions + 1/4 inch shall be as follows: face width - 8 inches; tuck width -7-3/4 inches; bag length - 17-1/8 inches. (See figure for bag style and method measuring.)
Workmaship. Bag shall be uniformly constructed, free from holes, tears, cuts, splits, or other defects which might impair their usefulness.
Examination for the end item for defects in dimensions, construction, and workmanship. The sample unit for this examination shall be one bag. The inspection level shall be S-2 with an acceptable quality level (AQL) of 4.0 expressed in terms of percent defective in accordance with MIL-STD-105.
Inspection for test requirements. A composite sample of 13 bags shall be randomly selected from each lot. The lot shall be rejected for any failure to meet the paper requirement, wax content and adhesion.
Regulatory requirements. In accordance with section 23.403 of the Federal Acquisition Regulations, the Government’s policy is to acquire items composed of the highest percentage of recovered materials practicable, consistent with maintaining a satisfactory level of composition without adversely affecting performance requirements or exposing suppliers employees to undue hazards from the recovered materials.
